# Outdoor Kitchen Permits in Hillsborough County and Tampa

Often yes. Hillsborough County and the City of Tampa both exempt cosmetic work like cabinet work, but the county says its exemption does not cover electrical, plumbing, structural, mechanical or gas work. A gas line, new circuit or water line usually needs a permit. Confirm your plan with the permit office first.

## Does an outdoor kitchen need a permit in Hillsborough County?

Often, yes. The county says [most construction requires approval and permits](https://hcfl.gov/residents/property-owners-and-renters/homeowner-permits/permits-for-homeowners) from Building Services. Cabinet work is exempt, but gas, electrical, plumbing and structural work are not covered by the county’s small-project exemption. Your cabinets may need no permit while the work around them does.

This post is general information. It is not legal or code advice. Rules change, and your lot, flood zone and HOA can add limits. Call the permit office before you buy or build.

An outdoor kitchen is usually several jobs in one. Each job can have its own rule.

Only portable heating appliances and minor part swaps are listed as exempt gas work

Ask before you run a line

Ask the office; expect a permit

Water supply or drain for a sink

County says its exemption excludes plumbing work

Roof, pergola or other structure

County says structural work is excluded, and its list says all porches require a permit

Ask about the structure separately

Check your flood zone first

## What does the County say about cabinet work?

Hillsborough County lists cabinet work as work that is typically cosmetic and does not need a permit. The same list names painting, tile, shelving and floor coverings. The county adds that the list is not complete. If your project is not on it, the project most likely requires a permit.

That last line matters for outdoor kitchens. An outdoor kitchen is not on the county’s exempt list. So treat the whole build as a project to confirm, not as a cabinet swap.

The county also describes a newer exemption under Florida House Bill 803. It covers some non-structural work on a single-family home valued under $7,500. You must still apply for the exemption in the HillsGovHub portal. The county states that the exemption does not apply when:

1. The value of the work is $7,500 or more.
2. The property is partly or entirely in a flood hazard area.
3. The work includes electrical, plumbing, structural, mechanical or gas work.

An outdoor kitchen with a gas line or a sink fails the third test. Splitting a job into smaller pieces to dodge the rules is also barred. The county says the scope of work may not be divided for that purpose.

## What does the City of Tampa say?

The City of Tampa quotes its code section 5-105.2 on exempt work. It says cabinetwork does not need a building permit “regardless of the cost of the work.” It lists only two gas exemptions: a portable heating appliance and replacement of a minor part.

A built-in gas line is neither of those. The city’s pages do not say outright that an outdoor kitchen needs a permit, and this post will not claim that. Ask the city instead.

The city also has a page on residential accessory structures. It defines one as a structure on the same parcel as the main building, used for something incidental to it. Whether your outdoor kitchen counts depends on its design. The permit office can tell you.

Contact details come from the city’s own pages. Construction Services lists 813-274-3100 and an office at 2555 E. Hanna Avenue, Tampa. Hillsborough County lists Development Services at (813) 272-5600.

## How do I know which office covers my address?

Your address decides it, and this post cannot tell you which office applies. Hillsborough County and the City of Tampa each run their own permit pages and phone lines. Call one of them, give your street address, and ask who handles it.

Do not guess from your mailing address. Ask before you pick an office.

## Who pulls the permit?

A licensed contractor usually pulls the permits for the trades on a job. The county says that if you hire a contractor, they will obtain all of the necessary permits.

You can also act as your own contractor in some cases. The county says homeowners can generally do this under Florida Statute 489.103(7). The property must be in your name and be your primary residence. You must give an Owner Builder Disclosure Statement. The county says you cannot sell the property for one year from the date the work was completed.

Check the license of any contractor before you hire. The county points to its HillsGovHub portal and to the Florida Department of Business and Professional Regulation for that.

## What if I already started building?

Stop work and contact the county. Hillsborough County says to stop immediately and email [permitting@hcfl.gov](mailto:permitting@hcfl.gov) for an After-The-Fact permit. It warns that you may be issued a citation of up to $500 per violation if you keep going.

Waiting does not help. A permit also brings inspections, and an inspection is a second set of eyes on a gas or electrical connection.

## What should I bring to the permit office?

A short list saves you a trip. Write down the answers before you call.

1. Your address and folio number.
2. A simple sketch of the layout, with the grill, sink, refrigerator and any roof.
3. A list of every utility you plan to connect: gas, power, water, drain.
4. Whether the home is in a flood zone. The county offers a “Find My Flood Zone” tool.
5. Whether an HOA or condo association has its own rules. The county says to check with them.
6. The cabinet line you plan to use and the dealer who sells it.

Cabinet makers publish installation guides. The Endura RTA guide in the company’s materials says installation should be handled by a licensed contractor or an experienced cabinetry professional. It also tells installers to follow local building codes first. Read it with your installer.

## What do Endura cabinets have to do with permits?

Endura cabinets are one piece of the job. [Endura](https://innovationcabinetry.multisites.ai/endura) is Innovation Cabinetry’s outdoor kitchen line, built from 3/4 in. all-weather [HDPE](https://innovationcabinetry.multisites.ai/glossary/hdpe). The cabinets do not decide whether you need a permit. The gas, power, water and structure around them do.

Planning helps. Our [outdoor kitchen planning guide](https://innovationcabinetry.multisites.ai/guides/how-to-plan-an-outdoor-kitchen) walks through layout and appliance cutouts. Our [guide to outdoor cabinet materials](https://innovationcabinetry.multisites.ai/guides/outdoor-kitchen-cabinet-materials) explains why material matters in Florida weather. If you plan to build from a kit, see [Endura RTA assembly and installation](https://innovationcabinetry.multisites.ai/guides/endura-rta-assembly-and-installation) and the [RTA](https://innovationcabinetry.multisites.ai/glossary/rta) entry in the glossary. ## Frequently asked questions

### Do I need a permit to install outdoor kitchen cabinets?

Setting the cabinets alone is cabinet work, which both Hillsborough County and the City of Tampa list as exempt. The gas, electrical, plumbing or structure around them is a different matter and often needs a permit. Ask the permit office about your whole plan.

### Does a gas line for a grill need a permit?

Both governments list only a portable heating appliance and minor part replacement as exempt gas work. A new gas line is not on those lists. Hillsborough County says projects not on its list most likely need a permit, so confirm before you start.

### Can I pull the permit myself?

Hillsborough County says homeowners can generally pull their own permit under Florida Statute 489.103(7). The home must be in your name and be your primary residence. An Owner Builder Disclosure Statement is required. Check the county page for the full terms.

### What happens if I build first and ask later?

Hillsborough County says to stop work at once and email permitting@hcfl.gov about an After-The-Fact permit. It also says a citation of up to $500 per violation is possible. Starting without a permit makes the problem harder to fix.

### Who sells and installs the cabinets?

Innovation Cabinetry sells Endura outdoor kitchen cabinets through authorized dealers, not directly to homeowners. Ask your dealer or installer who will handle permits for the trades on your job.
